Holt Community Council - Meeting Minutes - 20th Jan 2009
PRESENT: Mr. Roberts, Mr. Gibson, Mr. Evans, Mrs Roberts, Mr. Ratcliffe, Mr. Williams, Mr. Lewis, Mr. Pridding, Ms. Shone, Mr. Gaade, Mrs Jones, Councillor Morris, Mr. Campbell (Holt Website) and two members of the public – Mrs M. Jenkins and Mr. A. Williams.
CHAIR: Mr. Roberts, the Chairman, opened the meeting with a welcome and good wishes for the New Year. A special welcome was given to Mr. Joelyn Pridding , our n ew member and to the members of the public. A minutes silence was held in respect of the following recently deceased – Mrs. E. Gibson, F. Thompson & Mrs Goodwin.
APOLOGIES: These were received from P.C. Davies who had been called away to something urgent! P.C. K. Muldoon had called at the clerk’s house to apologise on his behalf. The new P.C.S.O. for Holt was on a Welsh course.
MINUTES: The minutes of the last meeting were signed and approved as a true record except for a typing error, this was proposed by Mr. Gaade and seconded by Mr. Lewis.
ITEM 1. – MATTERS ARISING FROM MINUTES:
1.BOWLING GREEN: There are still problems here and a message was sent to P.C. Davies from the Clerk, regarding a concern received. This was read out at the meeting!
Youths are still gathering here, especially since new extension to the car park completed.
Mrs Jones proposed that now the Car Park extension is done, that another letter be sent to all the businesses in the village to encourage the use of the facility, failing this parking restrictions may have to be placed around the Cross, Mr. Gaade seconded this. All agreed.
It was mentioned that a joint meeting is to be held on the Cross by the Town Trust with Police, Highways and Holt Community representatives.
Mr. Lewis expressed disappointment that we have now had 4 months meetings without a police representative present and litter on the Cross is still bad. Mr. Lewis proposed he bring this up at the meeting on the Cross, Ms. Shone seconded.
On the upside of Police matters, some issues had been dealt with quickly working with Streetscene. These were fly tipping matters and were dealt with very promptly.
One incident was successful thanks to speedy action by a members of the public and this was appreciated! Police have been seen in a large vehicle today but need to be around on a Friday not a Tuesday!
The contact numbers on the Notice Board are still old ones and we still need numbers on the Bieston Board!
3.TOILET & CAR PARK SCHEME:
Thanks mainly to the hard work of Linda Roberts, who has filled all the lengthy forms in and attended meeting with Northern Marches and Derek Roberts who has overseen all the work here, the toilets are mainly finished except for the outside of the building and the Car Park is finished except for painting in the disabled spaces. The whole scheme looks great and is a credit to Holt. The skip was left and some rubbish formed but this has been cleared. Clerk to speak to the caretaker about locking the toilets on time.
The fencing by the Bowling Green is to be done and will be about 3 metres from the green. Bulk of work now done with just notice boards and landscaping to do. Two lots of funding have come through.
4.TELEVISION FOR YOUTH CLUB: This not purchased yet!
5.BRITISH TELECOM – POLE BY KENYON HALL:
A further letter was received from Outreach in response to our objection of this pole and the clerk has forwarded all correspondence to WCBC for help and advice!
6.LAND AT COMMONWOOD: APPLICATION (IN RETROSPECT) FOR A FURTHER POND.
Mr. Williams who was present at the meeting and who lives across from the land in question, was invited to speak. He explained the problems already being experienced here with flooding and brought photographs to the meeting. This matter was discussed and the Community council have already sent their views in to Planning. Councillor Morris explained that there is to be a site meeting here in the near future!
7.STREET LIGHTING: Contract for this to be reviewed in March.
ITEM 2 – CORRESPONDENCE;
8.COMMUNITY CENTRE: Letter requesting financial help towards the centre running costs, received from Wrexham County Borough Council. It was agreed to put this into our grant allocation in October. The light outside the centre was reported twice about 2 years ago and is still not fixed!
Groundwork Trust – Walkabout Wrexham and Flintshire – booklets received.
Society of Local Council clerks – minutes of meeting received.
Rural Housing Enabler – Councillor Morris explained this and Mrs Jones proposed, Ms. Shone seconded we contact them to agree to this.
Northern Marches – Road show 27/1/09 – passed to Mrs Roberts.
Wales Convention – Welsh Assembly Powers – noted.
Update on Public Open Spaces – answered by clerk.
Play development – questionnaire answered. Booklet given to Mr. Roberts to pass around.
Tyn Twll Farm, Holt Road, Wrexham – redundant farm buildings into residential – no objections.
Construction of Wrexham Industrial Estate Access Road (Northern Section) dualling of road. The route has already been approved and Councillor Morris explained the next steps. This was not objected to.
Holly House, Bridge Street, Holt – Treatment to Oak and Beech trees – no objection.
ITEM 3- ADOPTION OF THE MODEL CODE OF CONDUCT PUBLICATION SCHEME:
After discussion the above scheme was formally adopted without modification.
Mr. Roberts proposed this action Mr. Williams seconded, all agreed.
Mr. Gaade proposed we allow up to 10 copies of any document free and then set a charge of 10p per copy for any above this. Mrs Jones seconded.
Clerk to publish the information on the Holt website and the notice board.
ITEM 4 – ANY OTHER BUSINESS:
12.General Matters to Report: -
Grit Box – Dee Park – full of rubbish.
Moss on path by 57,58 & 59 Dee Park.
Commonwood Road never gritted.
Barrier by main Holt Road coming off Redrow Estate – already requested once!
Bus Stop to be requested by Sub Station – Redrow estate.
Notice Board – holes have been drilled to solve condensation – may have to be bigger. Thanks to Mr. Ratcliffe!
Price’s, Isycoed Farm – building work done here, scaffolding still left and road a disgrace – (Brighouse Developers)
Commonwood needs brushing.
Flooding still in Green Street.
Lights to be reported – Buck Road and Chapel Lane.
