HOLT COMMUNITY COUNCIL - MINUTES OF THE MEETING HELD ON 27TH MARCH, 2007 AT  7P.M. AT THE HOLT  COMMUNITY CENTRE.

PRESENT: Mr. Gaade, Mrs Penny, Mrs Jones, Mrs Roberts, Mr. Roberts, Ms. McConville, Mr. Lewis, Councillor Moris,  Inspector Clarke, P.C. Muldoon, M. Davison (website)

APOLOGIES: Mrs Clays, Mr. Ratcliffe, Mr. Gibson.

CHAIR: Mr. Gaade, the Chairman, took the Chair and opened the meeting with a welcome and Inspector Clarke was introduced to the meeting.

MINUTES: Mr. Lewis proposed, Ms. McConville seconded that the minutes of the meeting be signed and approved as a true record.

ITEM 1 – POLICE MATTERS:

C.C.T.V. Cameras – Installation – This was discussed and Mr. Gaade had met P.C. Muldoon with regards to the siting but the installation is now on hold pending further technical appraisals. Mrs Jones proposed, Mrs Roberts seconded this action, all agreed.

Mobilisation of the Police – this was discussed in full and concerns were expressed, especially the fact that we didn’t want to lose our Police Constable when the P.C.S.O. was trained as was the case in some areas!  Inspector Clarke fully explained the operation of his work force and how he fully utised it. He was thanked for this.

General Matters – The following were mentioned:

Bowling Green and the need to visit here especially in evenings.

Helicopter – Mrs Penny voiced concern as people were frightened, especially living in the countryside, as to why the helicopter might be over their property at night with lights shining down.

Youth – it was mentioned that it might be an idea to include youth in meetings.

Crime for the month was reported and it was reported Public Houses are being visited.

Thanks were given to the police for an informative meeting and they left.

ITEM 2 – MATTERS ARISING FROM THE MINUTES:

1.DEE PARK PLAY AREA: - The clerk has once again contacted Jonathan Price and he is to speak to Mr. J. Bradbury regarding half funding the project as the new budget begins 1st April, 2007!

2.CLAYS GOLF CLUB: Mrs Penny brought up the number of lights being used on the range and the clerk is to ask the enforcement officer to check if permission has been given for all of them.

3.PLAYING FIELD: A notice has gone out asking for volunteers to sit on a committee.

4.PROPOSED NEW LLANYPWLL LINK ROAD: A meeting had been held for residents affected by one section and the route they had chosen was not the Welsh Assembly’s choice!

5.ELECTRIC POLES ON MAIN ROAD: The clerk has spoken to a gentleman in Scottish Power who has assured her this will be looked into. She now has a contact number if it is not done.

BIESTON MATTERS ARISING:

Hugmore Farm – clerk has written to ask for a check here.

Boundary Review – The draft report has been recived and even with the overwhelming support received it appears the commission have disregarded our views.

A press release is to be done to alert residents on the Redrow estate.

ITEM 3 – CORRESPONDENCE:

6.HOLT TOWN TRUST – REPRESENTATIVE: Lette received asking for a representative to serve (Mrs G. Jones) presently serving and expressed willingness to serve another term of office. Ms. McConville proposed re-elect Mrs Jones and Mr. Lewis seconded, all agreed.

7.EXTERNAL AUDIT: Letter regarding continued use of external auditor. Clerk to reply to this.

8.PLANNING APPLICATIONS:

1.6 Sandy Way – single storey extension – no objections.

2.Lodge Farm, Commonwood – erection steel frames shed for general engineering business. Stationing static security caravan (in retrospect.) no objections.

3.Land at Dee Meadows – revised plan –to confirm they own the land!

4.The Bungalow, off Church Street, Holt – demolition of existing bungalow and replacement with new bungalow. Demolition of store and provision of car park. No objections.

5.6 Castle Mews – single storey extension to rear of existing bungalow to form enlarged bedroom – no objections.

6.Holly Cottage, Church Street, Holt – 2 storey extension and detached garage – no objection.

7.Greta – 13 Clumps Meadow – outline application for erection of weekend chalet for recreational only – no objections.

8.Intelicoat Technologies, Ash Road Wrexham Industrial Estate – outdoor smoking shelter – no objections.

9.Stone Cottage, Church Street – removal of lean to extension and replacement  with 2 storey extension with pitched roof.

ITEM 4 – AGENDA – PROPOSED EXTENSION TO PUBLIC CAR PARK:

Nothing had been heard from any businesses regarding possible help with funding and Mr Gaade had visited the toilets in Rossett and thought they were in a better condition than ours. It was thought that money would be better spent on these however Mrs Roberts had attended a meeting of Northern Marches and said we need to keep quotes to hand as money is available for such schemes. Thanks were given to Linda for this.

Mr. Gaade to speak to WCBC for new set of specifications and also to get 3rd quote.

10.ADOPTION OF FINANCIAL REGULATIONS:

These were formally adopted, Mr. Lewis proposed and Mr. Roberts seconded. Copy to go to each member.

ITEM 5 – ANY OTHER BUSINESS:

11.GENERAL MATTERS:

Dog Waste – WCBC have not replied to the Holt School Council or the clerk but Mrs Jones reported the school council members were pleased the clerk had replied to them.

Dropped kerbs on Cross – people parking across these.

Trees on bowling green – these shield green but one fallen – Paul to move.

Bethesda – Father Christmas and Snowman still up – to speak to owner.

Post not replaced on path to Castle.

12.ROUND WALK ON PUBLIC FOOTPATH: Step on Chester side to be completed would cost £4500 on Holt side. Land not owned by Holt council.

13.ALLOTMENTS: 2 requests for allotments – Number 10 not to be let until meeting held here.

14.YOUNG PEOPLE AT MEETING:  The matter of inviting the young people to a meeting was to be postponed until the new P.C.S.O. has been trained and had time to work with them.
