PRESENT: Mr. Gaade, Mrs Jones, Mrs Clays, Mrs Roberts, Mr. Roberts, Mr. Williams, Mr. Lewis, Ms. McConville, Mr. Ratcliffe, Councillor Morris, Sergeant N. Collins and P.C. V. Griffiths. 2 members of the public.
 


APOLOGIES: Mrs Penny.
 
CHAIR: Mr. Gaade, the Chairman, took the Chair and opened with a welcome. A silence was then held in respect of the late Mr. P. Martin and Mrs F. Baston.
 
MINUTES: The minutes of the last meeting were proposed and seconded as a true record and signed accordingly, Mrs Roberts proposed this, Mr. Williams seconded.
 
ITEM 1 – MATTERS ARISING:
1.     NOTICE BOARD: This is to have one section for Holt Community Council notices only.
2.     COMMUNITY CENTRE; Chiropodists room now done.
3.     BANK HOUSE, FROG LANE: Planning for workshop and garage. Workshop is domestic only!
4.     PROPOSED EXTENSION TO CAR PARK: Clerk had contacted Joanne Rogers in WCBC who advised send sketch in of proposals. Mr. Roberts was asked if he could do one and kindly agreed.
5.     DEE PARK – PLAY AREA; - Clerk has written in and Mrs Clays agreed to meet anyone who wished, on site to discuss improvements here.
6.     STREET LIGHTING: Clerk had contacted street lighting and they are doing a survey in April and every light will be on computer so system should run better.
7.     FOOTPATH TO CASTLE AND GROUNDS: Barbed wire had been done, clerk asked Wesley Waters about a tidy up here and he was to make a visit to inspect the area.
 
ITEM 2: - POLICE MATTERS:
Vanessa Griffiths kindly attended with Sergeant Nicky Collins as P.C. Muldoon was on leave. Vanessa covers Rossett.
It was reported 3 cars had been broken into.
Mr. Lewis is working with issue of cars parked on the corner by Dee Lane/School Lane.  Discussion had taken place over moving pavement or perhaps continuing it past Mr. Hacks. This is being discussed with Steve Jones from WCBC. Mrs Jones proposed this matter be left with Mr. lewis to discuss, Mr. Roberts seconded this.
 Mr. Gaade had put a piece in the Church Newsletter regarding congestion on the Cross and also dog fouling.
Sergeant Collins asked if P.C. Muldoon could use this method of keeping in touch and Mr. Gaade agreed she could but to speak to Mr. Calvert.
Scheme on the Cross: clerk had contacted Wrexham and asked should WCBC write to businesses before recommencing work here. It was agreed this be done. Car Park sign still missing!
Parking bad by Dee Bank – (formerly Dee Brink) – cars cannot see to the left when exiting from Cross.
At this point in the meeting two letters were read out with various complaints and as this was considered a police matter, the residents who were present gave the history of the problem. It was agreed this matter be passed to P.C. Muldoon on return from leave as she is aware of the problems. The police were thanked and left after agreeing to the next Police Liason meeting to be held at 6.45 on 28th March, 2006.
 
ITEM 3: CORRESPONDENCE:
8.PLANNING;
2 Borras Hall – listed building consent for use of ceiling void as bedroom/ensuite/balcony and construction of new staircase in entrance hall. No objections as this internal.
Laurel Grove Farm, Isycoed – change of outbuilding roof from mono-pitch to pitched with natural slate. No objections.
Plots 1 & 2 Laurel Grove Farm, Isycoed – demolition of existing farmhouse and construction of 2 no, dwellings. No objections.
11 Muirfield Close, Wrexham – erection of conservatory at rear of property.
Unit 7 Laurel Grove Farm – structural alterations to utility room – no obections.
Bellis’s Country Market, Wrexham Road, Holt – extension to existing country market and relocation of car park – objections to delivery area being planned at front because of eyesore of uncollected pallets, front needs landscaping, amount of car parking and grade 1 agricultural land being taken for car parking. Baby changing area to be in ladies when in this modern age it should be separate for use by males and females looking after children.
9 Vicarage Court, Holt – erection of chimney stack, no objections.
Brooklawn, Rossett Road, Commonwood – erection steel portal framed building for general purpose agricultural building, no objection.
4 Whitegate Fields – kitchen extension – no objection.
Cross Cottage, Castle Street – erection of garage – objections to this –
The vehicular access is adjacent to a footpath. It would spoil the open aspect of the Old School and cottages here and affect the view from the Cross. On the planning ‘New access was ticked no and should have been yes. A tree has already been felled here! The ruling there should not be 5 or more dwellings off a private, unadopted road onto the highway would be broken.
 
9.RIVER DEE: Trip planned on 10th March, 2006 by Cheshire tourist department to assess the possibility of putting a temporary landing stage for small boats at Farndon.
 
10.PROPOSED RE-STRUCTURING POLICE FORCE: Another letter asking for us to re-affirm our support for forces to stay separate.
 
ITEM 4: AGENDA – FUTURE PLAYING FIELD:
The lease is to be signed for a further 5 years and Mr. Tomlinson had met Mr. Gaade to discuss this. This mtter was discussed and the clerk is to contact Mr. Tomlinson.
 
ITEM 5 – ANY OTHER BUSINESS:
11.GENERAL MATTERS:
Damage to gate of wood land area – caused by red car. Clerk to try to find details.
Hedges around the wooded area and grass. Mr. Gaade arranged this be cut – agreed as it is our duty to maintain it!
Allotments: Clerk to terminate tenancy of  6 & 7 Mrs Burningham. Eric Jones to be asked to meet Mr. Gaade to discuss tidying these and no. 10.
Smithfield Street – sign in Barry Hughes.
Fence going down side footpath to cross by-pass – section down.
Lights to be reported.
Condition of road – Castle Street by school, very bad.
Luminated sign by Stensons, Vernons taped also Corner Cross by Jeremy’s.
Footpath along sandstone wall Fairview dangerous with moss. Clerk to get a quote for a light by rear 56 Dee Park.
Litter both sides Francis Lane and Ty Garretts.
 
Next Meeting to be on 28th March, 2006 at 6.45p.m.
