HOLT COMMUNITY COUNCIL – MINUTES OF THE MEETING HELD ON 25TH MAY, 2010 AT HOLT COMMUNITY CENTRE.


PRESENT: Mr. Gaade, Mr. Gibson, Mr. Evans, Mr. Roberts, Mrs Roberts, Mrs Jones, Ms. Shone, Mr. Pridding, Councillor Morris,
Members of Public – Mr. R. Williams, Mr. M. Jones and Mrs S. Norris.
APOLOGIES: Mr. Lewis and Mr. Williams, Police.
CHAIR; Mr. Gaade, the retiring Chairman, took the Chair and opened the meeting with a welcome.

ITEM 1 – ELECTION OF CHAIRPERSON:
1. Ms. Shone proposed Mr. Gaade, Mr. Evans seconded this. All agreed.
Mr. Gaade accepted the Chair for a further year and thanked Michael Morris for his hard work and unfailing support throughout the year, He thanked Jean, the clerk for her work and a special thank you was given to Linda and Derek Roberts for taking on the Grant work for the Car Park, Toilets e.t.c. and Derek for his help with the car park by the river.
Everyone was thanked for their support and feedback.
1a. ELECTION OF VICE – CHAIRPERSON:
Mr. Evans proposed Mr. Derek Roberts and Mrs Jones seconded this. He accepted the position.

MINUTES: Mrs Roberts proposed, Mr. Roberts seconded that the minutes of the previous meeting, be signed and approved as a true record. All agreed.
The Chairman asked the members of the public what there interest in the meeting was and decided to take the matter of Access to the Castle first as the two gentlemen had kindly attended for that item!

ITEM 2 – MATTERS ARISING FROM MINUTES -                     

2.ACCESS TO THE CASTLE OVER LAND BELONGING TO MR. R. WILLIAMS:
Mr. Gaade invited Mr. Williams and Mr. Jones to speak as the grass is very long on the castle as WCBC were unable to gain access to cut this.
When the land was owned by Mr. Jones a gentleman’s agreement was made for access over the land now owned by Mr. Williams. Discussion took place and it seems Mr. Williams has experienced problems with gates left open e.t.c. He was willing however to allow access for one cut now and then to discuss the matter with WCBC who own the land.
Mr. Williams was thanked for this and the members were sorry if he had been inconvenienced but they were unaware of this. Both gentlemen were thanked for attending, to sort this out and they left the meeting.

3.PLANNING APPLICATIONS;
These were dealt with next as Mrs Norris was attending over the Gredington application.
Lilac Cottage – erection of garden building – only concern that conditions regarding neighbours be adhered to.
Gredington, Cross Street – demolition of outbuilding, erection of 3 dwellings and garages to rear also alteration of use of public house to antique store and living accommodation above.
Mrs Norris was invited to speak and she explained her concerns as she lives in Ashley Court and would be overlooked by the properties.
The members were also very concerned regarding this application and objected for the following reasons:
a.Height of proposed properties. b. Access onto Frog Lane and also the close proximaty to Frog Lane and also Ralgarth, Cross Street.
c. How the rooves are in relation to existing properties ( a cross sectional drawing was requested) d. Was the distance from habitable rooms at 9 & 10 Cross Street within the accepted distance/ e. Has the property been actively marketed in its existing form for twelve months as under the development regulations this shold apply as a community facility is to be lost!
Land adjoining 11 Dee Park – erection of Bungalow and double garage – some time ago socially rented accommodation was wanted here but it was stated the land was too narrow!
The members objected to this application as follows: the rear elevation of the property and the proximaty to the pensioners bungalows opposite also the previous objections to the site for rented property.
1 Borras Hall Lane – greenhouse (in retrospect) no objections.
HTC Management Services, Industrial Estate – new access, staff car park e.t.c. – no objections.

4.POLICE MATTERS:

A monthly report was handed out and this showed a very quiet month again. There had been two thefts on Commonwood but as these weren’t reported they did not show up.
For a true record every incident Must be reported!
Some windows had been damaged with football being played on the Green and also incidents of young people playing football on Dee Park and running in gardens to retrieve the ball – letters to be sent with a copy to the P.C.S.O.

5. BOWLING GREEN: Clerk had written to the Holt Town Trust for financial help but they require more information.
6. ANNUAL MEETING OF WREXHAM COUNTY BOROUGH COUNCIL: Mr. Gaade had attended this.
7. ALTERATION OF COUNCIL INSURANCE: The clerk has now, after discussion with the members, changed the council insurers to Zurich on a 3 year fixed insurance saving approx £600 per annum.
8. COMMUNITY CENTRE CAR PARK: Clerk awaiting reply from D. James WCBC.

ITEM 3 – CORRESPONDENCE:

9. OMBUDSMAN – Complaints Wales Consultation – noted.
10. GENERAL LETTERS – Stephen Price Memorials, Pentre Broughton – now registered on National Association of Memorial Masons. Wrexham Town & Community Forum – meeting 22/6/10.
Young People Inclusion (up dated structure) noted.
Hacker Young – notice of annual audit for 31/7/10.
Rural Housing enabler – possible sites – clerk to contact.

 ITEM 4 – AGENDA – OLD VILLAGE SIGN:
A further E. mail had been received  from B. McConville, requesting this for the history society but this was not made clear in the original request and as the members wanted to be fair they had made a proposal for sealed bids they stood by this and the sign now belongs to Mr. P. Lewis. 
 

ITEM 5 – ANY OTHER BUSINESS:
11. GENERAL MATTERS -  Road dipping by Gredington. Gardens/Green different level road. Lights Car Park – Deeco. Clerk to speak to WCBC re maintenance. Tree by river – Paul speak to Stuart. Mr. Gibson needs map village boundary! Nettles by bungalows. Rubbish, Francis Lane. Contact WCBC regarding insurance for damage to fence by entrance to village. Academy Bungalow – contact conservation regarding the untidy condition.
