HOLT COMMUNITY COUNCIL – MINUTES OF THE MEETING HELD ON
TUESDAY, 20TH OCTOBER, 2009 AT 7P.M AT HOLT COMMUNITY CENTRE.


PRESENT: Mr. Gaade, Mr. Roberts, Mrs Roberts, Ms. Shone, Mrs Jones, Mr. Lewis, Mr. Ratcliffe, Mr. Evans, Mr. Pridding. P.C.Harris and P.C.S.O. Hadfield-Jones. Councillor Morris (not present at start of meeting due to other commitments!)
APOLOGIES: Mr. Williams and Mr. Gibson.
CHAIR: Mr. Gaade, the Chairman, took the chair and welcomed everyone to the meeting. (he also took the minutes as the clerk had broken her wrist and could not write.)
MINUTES: Mr. Evans proposed, Mr. Lewis seconded that the minutes of the last meeting be signed and approved as a true record.

ITEM 1. POLICE MATTERS:

A monthly report sheet was given out to members and really it had been a quiet month but some anti patrols done on the Fairways and  in Holt. The police were asked to be vigilant on Haloween and Bonfire Night which they confirmed they would.
Several community events had been arranged and a visit by Holt Youth Club and Holt Senior Members group had visited the NWP Air operation base.
Remembrance Day Service is on Sunday 8th November and the police will see to the Road Closure for the silence.
Friday 27th November, Bellis’s will have a Christmas open evening and police will be co-ordinating parking and will have a Community safety stall.
A Fairways PACT meeting will be held on 11th November, 2009 at the Rugby Club.
The new number for emergency is 101
The police were thanked for attending and left.

ITEM 2 – MATTERS ARISING FROM THE MINUTES;
1.PROPOSED NEW STEPS: Clerk had met with Mr. Payne and everything is now going through so hopefully the steps will soon be in place!
2.PUBLIC TOILETS AND CAR PARK SCHEME: The car park is to be closed for finishing work to be completed and planting once the plants are purchased.
3.CROSS/VILLAGE CARETAKER: Mr. White is working well and there is a marked improvement around the village.

ITEM 3 – CORRESPONDENCE:
4.DEE MEADOWS; Planning was refused here and an appeal notification was received.
5.HOLT PAGEANT – 18TH AND 19TH SEPTEMBER, 2009:
Letter of thanks received for the council’s support with the Road Closure for the event which attracted a lot of visitors and was enjoyed by young and old and was very good for the village.
6.TIDY TOWNS GRANT: This is now going ahead and once everything is done the council will give the grant of £3000.
7.LOCAL HEALTH BOARD: - Annual Report 2008-09. This was noted.
8.PLANNING APPLICATIONS:
Gredington Arms, Holt Road, Llanypwll – application to retain existing amenity shelter (in retrospect) – no objections.
Borras Airfield, Borras Quarry, Holt Road, Wrexham – variation of condition 3 of planning permission code P/2003/0579 to allow manufacture of top soil. No objections
Smithfield Cottage, Smithfield Green, Holt – removal of suingle storey lean to and replacement with 2 storey extension – no objections.

ITEM 4. ANY OTHER BUSINESS;
9. DEE PARK – BEST KEPT GARDENS AWARD: Mrs Jones reported that Mrs P. Williams and Mrs O. Ellis had received these. Congratulations to them both!
10. ACADEMY GARAGE; Mr. Roberts pointed out how untidy the site is and it was suggested some none see through screening be requested.
11.VILLAGE SIGN: This is badly in need of repair and painting. Mrs Roberts asked this be done. Mr. Gaade to get some names. Mrs Jones seconded.
12.GENERAL MATTERS TO REPORT:
Salt Bin needed at St Melion Crescent. Letter Box been removed from Holt Road.
Oil leaking in School Lane. Waterways are stocking reptiles (does this need a licence?)
