HOLT COMMUNITY COUNCIL – MINUTES OF THE MEETING HELD ON        19TH MAY, 2009 AT 7P.M. AT 7P.M AT HOLT COMMUNITY CENTRE.


PRESENT: Mr. Roberts, Mrs Jones, Mrs Roberts, Ms. Shone, Mr. Pridding, Mr. Evans, Mr. Ratcliffe, Mr. Gaade, Mr. Gibson and Sgt. D. Marsden.

A short meeting was held at 6.30p.m.  before the above council meeting with all of the above members present (except for Sgt. Marsden). Mr. B. Campbell and Mrs. M. Jenkins and Mr. H. Jones from the Holt Town Trust were present at this meeting as it was just to discuss the employment of a Part-time Cross/Village Caretaker. After discussion it was proposed that the clerk advertise the post for 6 hours a week. Wages and days of work to be discussed at interview. Applications to be considered at the next meeting.

APOLOGIES: Councillor Morris, Mr. Williams and Mr. Lewis.

CHAIR:Mr. Roberts, the retiring Chairman, took the Chair and opened the meeting with a welcome. A silence was held in respect of the late Mr. Jack Huxley.
Mr. Roberts thanked everyone for their support in his year of office and felt a lot had been accomplished with the Car Park extension and Toilet refurbishment e.t.c. He thanked Jean, as clerk for her work and also Linda, his wife for her hard work with the paperwork for the grant.

ITEM 1A – ELECTION OF CHAIRPERSON: Mr. Gaade proposed, Mr. Roberts be elected for a further year, for continuity, Mr. Roberts declined as he felt he needed to step down.
Mrs Roberts proposed Mrs Jones who also declined.
Mr. Evans proposed Mr. Gaade be elected for his 4th year and he accepted as it would give newer members a chance to gain experience, Ms. Shone seconded this.

1B – ELECTION OF VICE-CHAIRPERSON: Mr. Pridding proposed Mr. Lewis, in his absence, Mrs Jones seconded. Clerk to contact him.

The Chain of office was given to Mr. Gaade who was welcomed by Mr. Roberts and Mr. Gaade said ‘he would do his best as Chairperson’

MINUTES: The minutes of the previous meeting were signed and approved, as a true record, this was proposed by Mrs Jones and seconded by Mr. Roberts.

ITEM 1C. – POLICE MATTERS:
Sgt. Marsden reported that P.C. M. Harris and P.C.S.O. P. Hadfield – Jones had been around the village. It was mentioned that there is possibly a base in the Kenyon Hall for Poppy.
Very few issues were reported but pupils would be leaving school in the next few weeks and everyone was alert to this!
Speeding in Bryn Estyn Lane was mentioned and this will be looked at!
Problems with youths on the Cross and cars noisy late at night.
A pane has been broken in the notice board again and this is proving costly to repair!
Sgt. Marsden was thanked for attending, when he was off duty and he left the meeting.

ITEM 2. – MATTERS ARISING FROM THE MINUTES:

1.SIGNS- Mr. Roberts has put 2 of these up. He was thanked.
2.PROPOSED STEPS: Letter sent to planning by clerk and an acknowledgment received.
Thanks to Councillor Morris for his helpful draft letter.

ITEM 3 – CORRESPONDENCE;

3.LIGHTING: Letter received from WCBC asking for views on footpath lighting. Clerk to clarify which lighting and would this be paid out of the precept and what about special lighting. We also need to consider the contract.

4. LODGE FARM: Notification of appeal – noted.

5.PLANNING APPLICATIONS:
Primrose Cottage, Smithfield Green – single storey extension – no objections.
Bellis’s Country Market – Application of Lawfulness to sell products not produced on the premises – don’t know of any previous one being granted – sold the products for many years.
Wrexham Road Farm – Bellis’s – single storey extension – no objections.
6.NEW CEMETERY: Notification received of the opening of the new cemetery on Plas Acton Road – noted.

7.MEMORIAL: Application received for a memorial for the late Mrs Hilda Jones. Mrs Jones proposed, Mrs Roberts seconded this be approved.

8.NOTIFICATION OF AUDIT FOR 2008/9 -  This will be on 31st July, 2009.

ITEM 4 – ANY OTHER BUSINESS:

8.GENERAL MATTERS: Toilets, cleanliness.
Mayor making – Mr. Gaade proposed that in future the retiring Chairperson attend this because of the timing. Mrs Jones seconded this.
Streetscene – nettles by Dee Villas. Dee Lane – leak done.
Car Park – work nearly finished.
Mr. Ratcliffe met Councillor Morris to discuss cycle barriers on Main Holt Road on Redrow estate – no feedback yet.
Mrs Jones reported 4 teams from Holt school played in a Tennis Tournament in Darland and 3 got through to the Finals. Congratulations to all the pupils involved!
