HOLT COMMUNITY COUNCIL – MINUTES OF THE MEETING HELD ON
28TH APRIL, 2015 AT 7P.M. AT THE HOLT COMMUNITY CENTRE.

PRESENT: Councillors  Mrs G. Jones, Mrs L. Roberts, Ms. A. Shone, Mr. D. Roberts, Mr. J. Cubitt, Mr. P. Lewis, Mr. J. Pridding, Mr. J. Evans & M. Morris. PCSO D. Jones.

APOLOGIES: Mr. S. Lewis.

CHAIR:  Mrs G. Jones, the Chairperson, took the Chair and opened the meeting with a welcome. A silence was then held in respect of the following – Mr. Peter Jones & Mr. Edward Rowland.

MINUTES: Ms. Shone proposed the minutes of the last meeting be signed and approved as a true record, Mr. Gaade seconded this, all agreed.

ITEM 1 – POLICE MATTERS – PCSO D. JONES.
1.The monthly crime report was presented to the committee by the PCSO and it was very pleasing to see the crime for Holt was very low even though to the people involved, 1 crime is 1 too many!
There had been speed checks on Green Street but no result but if anyone sees anyone speeding anywhere and passes the number on, action will be taken. Speed control had also visited the by-pass and will continue to do so throughout the summer.
Parking is still a problem but some people have been spoken to. Consideration for others is all that is needed when parking and safety!
A couple of incidents of parking on pavements were pointed out to David and he will check on these. The Clerk has reported ‘dogs being allowed to foul’ to WCBC and they will be visiting Holt. The PCSO was thanked and left the meeting.

ITEM 2 – CROSS/VILLAGE CARETAKER.
2. After last month’s meeting the caretaker contacted the Clerk to give notice. After discussion amongst Councillor’s and in the Clerk’s absence Mrs Roberts kindly put a notice in the board, to advertise the post. Councillors met before the meeting this evening and appointed Mr. S. Solari. It was then agreed time sheets be given to him to fill in every 2 weeks and he is to get them signed by Mr. Gaade who has volunteered to oversee the post. Thanks to Mr. Gaade for all his work with the previous caretaker!  

ITEM 3 – MATTERS ARISING FROM THE MINUTES:
3. HOLT U.5S: Letter of thanks received for the grant and a note of our advice regarding applying in October has been made!
4. PUBLIC TOILET – DOORS: Paul had contacted Healthmatic regarding a bill for doors and then had heard nothing further. The doors were discussed and it was agreed the clerk order notices for the doors giving the opening times. Mr. Lewis to adjust the timer accordingly.
5. HEADTEACHER – HOLT C.P. SCHOOL: A new Headteacher has now been appointed and we wish her well.
6. SAFE ROUTE TO SCHOOL: Councillor Morris had made enquiries and the scheme is supposed to take place in a few weeks.
7. HOLT LOCAL HISTORY SOCIETY: A letter of support had been sent as requested.

ITEM 4 – CORRESPONDENCE:
8. V.E. DAY CELEBRATION: A notice regarding a Family Day, to be held in Wrexham, is to be put in the Notice Board. Bell ringing will take place on the Saturday in Holt and a tea will be held on the Friday in the Kenyon Hall.
9. SCOTTISH POWER: The Clerk had been contacted to ask permission for a tree to be cut down in the cemetery as it was in a poor condition and underneath cables. Mr. Gaade proposed this be done and Ms. Shone seconded. All agreed. Clerk to notify them how we would like wood left!
10. REVISED CODE OF CONDUCT: Noted.
11. NOTICE OF ANNUAL AUDIT FOR YEAR ENDING 31ST MARCH, 2015.
This was received by the Clerk from Hacker Young and the date set for the Audit is 31st May, 2015. The Clerk then accordingly prepared and presented the books to the Internal Auditor J. D. H. on 10th April, 2015 as requested. This action was approved by Mr. Cubitt seconded by Mr. Peter Lewis and agreed by everyone.
INTERNAL AUDIT OF THE ANNUAL RETURN FOR YEAR ENDING 31ST MARCH, 2015.
This had been carried out by J.D. H. Auditors and the members were advised of a couple of items needing follow up for next year for e.g. new pension ruling. Mrs Jones proposed the Internal Auditor’s report be officially received and the Annual Report was duly signed by the Chairperson and the Clerk as R.F.O. this is now to be sent to Hacker Young. Mr. Peter Lewis seconded this and all agreed. Mrs Jones thanked the Clerk for her hard work with this.
12. GENERAL MATTERS: Commercial waste contract for 2015/16 for cemetery. This was received from WCBC and Mr. Gaade proposed, Mr. Pridding seconded that it be accepted and signed. All agreed.
13.PLANNING APPLICATIONS:
Post office – Castle Street: Advertisement Consent to display two replacement Illuminated Fascia signs & other signs (non illuminated) – the members objected to these as it was felt it was a dramatic change from the existing sign which has a black background. A more subdued colour would be more in keeping with the location of the premises in a prime site in a Conservation area. It was also felt this could set a precedent for surrounding businesses if allowed.

ITEM 5 – ANY OTHER BUSINESS:
14. ELECTION OF MEMBER TO SERVE ON HOLT TOWN TRUST:
Mr. Jolyon Pridding’s term of office is up. Mr. Gaade proposed Mr. Pridding be re-elected for a further term of office, Ms. Shone seconded, all agreed. Mr. Pridding accepted. Clerk to notify the Holt Town Trust by 5th May, 2015.
15.GENERAL MATTERS FOR ATTENTION:
Salt bin – not emptied although reported. Dogs being allowed to roam free.
Anti Fracking site at Borras – questions asked regarding the use of caravans here.
Branches from property overhanging road. Vehicle parking in allotments. This was discussed but not causing problem yet.
If notices are put up around the village it would be appreciated if they could be taken down after the event!
Esp Hill to be re-surfaced and kerbing done early May.
Couple lights reported. Notification received of part needing fitting to some lights at cost £85-00 each. To ask that we be notified with how many before they are done so that we can precept for this! Mrs Roberts proposed, Mrs Jones seconded, all agreed.
Clerk to get quote for light at Dee Villas.
Accounts approved for payment, proposed by Mr. P. Lewis seconded by Mr. Roberts.
