HOLT COMMUNITY COUNCIL – MINUTES OF THE MEETING HELD ON
TUESDAY, 24TH FEBRUARY, 2015 AT 7P.M.
AT THE HOLT COMMUNITY CENTRE.

PRESENT: Councillors – Mrs, G, Jones, Ms. A. Shone, Mr. J. Cubitt, Mrs L. Roberts,
Mr. J. Evans, Councillor Morris, PCSO D. Jones & A. Heron.

APOLOGIES: Councillors – Mr. P. Gaade, Mr. P. Lewis and Mr. D. Roberts.

CHAIR: Mrs G. Jones, the Chairperson, opened the meeting with a welcome and a silence was then held in respect of the late Mrs Maxine.

MINUTES: Mr. J. Cubitt proposed, the minutes of the last meeting, be signed and approved as a true record, Ms. Shone seconded, all agreed.

ITEM 1 – POLICE MATTERS: PCSO DAVID JONES.
A monthly crime list was handed out and the PCSO had taken on board comments from the last meeting and explained some crimes going undetected despite operation put into place because of no forensic evidence e.t.c. Some update was given and some things David is not able to disclose as he was restricted from doing this!
The matter of a priority target for the police and Community to work on was brought up and members are to bring their priority to the next meeting.
David enquired what the policy was on football being played on the Green? It was explained to him that the Trust owned this land and the reason that older children kicking balls was frowned upon and that we have a playing field! He will reply to P.C. R. Hughes who made the enquiry.
PCSO Jones explained that when he was not in Holt on duty that even though a PCSO is not always seen there are other methods of cover i.e. response neighbourhood tasking team, unmarked cars & patrol cars. There is a PCSO James covering the Industrial estate now also. This matter arose from last meeting and the old bug bear of whether we were getting our share of cover. PCSO Jones was assured this was no reflection on him and how he was doing his job as he always feeds back to the clerk or to the meeting! David also informed us that the yearly summary of crimes is changing and being standardised! Thanks were given to David and Alison for attending.

ITEM 2 – MATTERS ARISING FROM THE MINUTES:
1.    GENERAL MATTERS: Two members of the public were present and at this point the Chairperson asked why they were attending. It appeared they were thinking of purchasing in the area and thought they were attending a meeting regarding the proposed Borehole at Borras but unfortunately hadn’t looked at the date on the website properly and were a year late! The current situation was explained and they thanked us and left.
Lantern Parade 2015. A meeting on this will be held on 21st April, 2015 at 7.30p.m. at Churton Village Hall. Several members noted this.

ITEM 3 – CORRESPONDENCE:
2.ELECTIONS ON 7TH MAY, 2015: Notice of the possible change of polling stations was given. This may affect Holt owing to the alterations to the Community Centre! Noted and displayed on Notice Board.
3.HOLT U.5S: Letter received outlining the planning of this years proposed party in the park and even bigger Scarecrow trail. This is to raise much needed funding for the U.5s but also is very good for the Community of Holt. Funding support was requested and it was agreed to put this item on the agenda for March when there will hopefully be all members present.
4.CROSS/VILLAGE CARETAKER: a time sheet had been received for January and discussion took place regarding this situation. It was agreed to write to the Cross/village caretaked expressing concern e.t.c. and send a copy and letter to the Holt Town Trust asking their wishes. All agreed this action.
5,ANNUAL MAINTENANCE CONTRACT FOR PLAY AREAS: It was agreed that the clerk sign this and send to WCBC. Mrs Jones proposed, Mr. Pridding seconded, all agreed.
6.TARMAC: A meeting is to be held on Mr. J. Cubitt kindly attends on behalf of the Community Council.
7.LARGE POPPIES FOR LAMPOSTS: The clerk had obtained a price of £5 each on these and Mr. Gaade had counted 45 columns along the main street therefore it was agreed to order 45 at a cost of £225 for 2015 Remembrance.
8.PLANNING APPLICATIONS: Bank House, Frog Lane, Holt – removal of tarmac driveway & raised flower bed & replacement with pattern imprinted concrete & increased lawn area. No objections.
1 & 2 Lodge Cottages, Commonwood – extension & refurbishment. The extension looks large and clerk to ask if these applications comply with the 30% rule outside the settlement area?
Cobbydale, Frog Lane, Holt – demolition of outbuilding also alterations & extensions to dwelling & re-building of ancillary out-building. No great concerns with this as the appearance from the front will be enhanced!
Kenyon Hall, Castle Street, Holt – erection of information panel – no objections.
JCB Transmissions, Abenbury Way, Wrexham Industrial Estate – installation of 2 illuminated advertisements – company logo signs to front & rear elevations – no objections.
Westfield, Buck Road, Holt – Change of use of haulage yard for storage and sale of tractors and farm machinery.
